Why Greece Attracts Golden Visa Property Investors

Greece’s Golden Ticket: Why the World is Flocking to the Mediterranean

Greece continues to attract international property investors because it combines an established European residence framework with a large and varied real-estate market. Yet the practical value of a Golden Visa purchase depends less on promotional descriptions of Greece and more on selecting the correct legal route, the correct property and a transaction file that can be independently checked.

For Santheos investors, the most relevant opportunity is the EUR 250,000 commercial-to-residential conversion route. This is a special statutory category. It must not be described as a general EUR 250,000 threshold for ordinary homes throughout Greece, and a property is not eligible merely because its price is EUR 250,000.

Why the conversion route attracts attention

The Greek National Registry of Administrative Public Services describes the route under Article 100(B.5) of Law 5038/2023, as amended by Article 64 of Law 5100/2024. The current official procedure states that the investment must concern one property acquired in full ownership and possession for at least EUR 250,000. The qualifying conversion from commercial or industrial use to residential use must be completed after 5 April 2024 and before the residence-permit application.

This route can bring former offices, shops or other qualifying premises back into residential use. For an investor, that can provide access to completed or renovated homes in established urban locations. It also creates additional due-diligence work: the title, previous authorised use, conversion documents, approved plans and engineer’s report must all match the exact unit being acquired.

Residence and mobility, with clear limits

The official procedure describes a renewable five-year permanent investor residence permit. Residence-permit holders may benefit from travel within the Schengen area under the rules applicable to their status, but the permit is not the same as EU citizenship and does not provide unrestricted rights to live or work throughout every EU Member State. The official change-of-use procedure also states that the permit does not provide access to employment.

Investors should therefore define what they actually need: a Greek residence base, family planning, travel convenience, property use, or a long-term relocation plan. Those objectives can require different legal, tax and practical advice.

Property value is an investment question, not a promise

Athens and other Greek locations offer very different micro-markets. Transport access, neighbourhood services, building quality, unit layout, operating costs and the supply of comparable homes can matter more than a broad statement about the national market.

Rental income, occupancy and resale value are never guaranteed. A buyer should request evidence for any forecast and test the assumptions for vacancy, management fees, repairs, taxes and permitted use. The residence-permit route and the commercial performance of the property are separate assessments.

Tax residence must be assessed separately

Holding a Golden Visa does not by itself settle an investor’s tax position. The Greek Independent Authority for Public Revenue explains that tax residence can depend on permanent or principal residence, habitual abode, centre of vital interests and, in relevant circumstances, presence in Greece exceeding 183 days during a twelve-month period. The investor’s personal facts, ownership structure, rental activity and applicable tax treaty should be reviewed by a qualified tax adviser.

Citizenship is not automatic

A property purchase or Golden Visa does not automatically lead to a Greek passport after seven years. Naturalisation is a separate procedure under the Greek Citizenship Code. It requires lawful residence and satisfaction of the applicable formal and substantive conditions, which include evidence of genuine integration and other statutory tests. Investors who may later seek citizenship should obtain specialist advice about actual residence and eligibility rather than relying on the validity period of an investor permit alone.

What investors should verify before reservation

  • Route: identify the exact paragraph of Article 100 relied upon for the property.
  • Property identity: reconcile the deed, cadastral or registry data, plans and unit description.
  • Change of use: obtain the relevant permit, update or revision and the engineer’s technical report; confirm that the qualifying change was completed after 5 April 2024.
  • Seller authority: verify who owns the unit and who has authority to sign the reservation agreement and deed.
  • Payment evidence: confirm the permitted payment method, recipient, milestones and required banking records.
  • Construction and handover: separate legal change-of-use completion from renovation, practical completion, possession and occupancy.
  • Filing: confirm the applicant and family documents, insurance, notarial certificate and registration evidence with the filing lawyer.

How Santheos describes project eligibility

Santheos project documentation is reviewed and verified by the company’s internal legal and risk-control teams. When the expression fully eligible is used, it refers to the current evidence for the specific project or unit and the identified Golden Visa route. It is not government pre-clearance, a guarantee of the final administrative decision or a substitute for independent legal and technical review.

The official procedure publishes a 50-day administrative completion deadline for the initial change-of-use Golden Visa process. This is an administrative benchmark rather than an end-to-end delivery promise. Purchase completion, registration, biometrics, requests for further evidence and card issuance involve separate steps and may affect actual timing.

Holding the qualifying property

The official procedure states that selling the property during the validity of a permit issued through this specific route results in revocation of the seller’s residence permit. Investors should obtain legal advice before a sale, transfer, restructuring or proposed replacement investment.

Greece can be attractive, but the strongest decision is an evidence-led one. Investors should compare projects by the quality of their legal, technical, transaction and handover files—not by promises of rapid approval, automatic citizenship or guaranteed returns.
